    Kay Gilstrap is the Grants & Contracts Officer III in the Center for Molecular and Translational Medicine at Georgia State University where she manages pre- and post-award processes for the Center and advised faculty on award management. Kay is a Certified Research Administrator.

    University of Central Florida Region III Chair-Elect

    Steve Koogler is the Assistant Director, Contract & Grants, College of Science, College of Education, College of Business and Office of Research & Commercialization where he manages a team for both pre- and post-award. Steve holds a B.S. in Healthcare Management and MBA in Healthcare Administration.

    University of Tennessee Health Science Center Secretary

    Debbie is Associate Vice Chancellor for Research at The University of Tennessee Health Science Center in Memphis, where she is responsible for policy development selection and implementation of electronic routing and data base systems, and all pre-award and non-financial post-award activities. She is a graduate of NCURA's Leadership Development Institute and The University of Tennessee Leadership Institute.

    Robert G. Bingham-Roy, MBA, CRA, Research Associate and Director of USG Sponsored Programs. Rob Roy has been involved in research compliance for over 30 years. He has been researcher, principal investigator, department administrator, center associate director for research and administration, and is currently on assignment to the University System of Georgia.

    Danielle McElwain is a Senior Sponsored Programs Administrator in the Sponsored Awards Management Office at the University of South Carolina where she provides guidance to faculty for the acquisition and management of sponsored projects. Danielle is a Certified Research Administrator (CRA) and holds a B.S. in Finance and an M.B.A.

    Laura Letbetter is a contracting officer at the Georgia Institute of Technology in Atlanta, GA. She began her research administration career in 2004 at Kennesaw State University and is a 2012 graduate of NCURA’s Executive Leadership Program. Her background includes teaching, editing, and program administration.

    Justo Torres is the Director for Contracts and Grants at North Carolina State University. Justo oversees a staff of 27 professionals dedicated to the compliant financial management of nearly $400 million in annual awards.

    Justo has been a member of NCRUA since 1997, and has served as Program Chair for several Regional meetings. Justo has held elected offices at other professional associations throughout his career in research administration.
